The problem is more that most intersections weren't engineered at all, or were designed 30 years ago without the current technology and with a small fraction of their current traffic load in mind. Nearly every intersection in the boston area could benefit from a re-engineering, and once in a while you do notice a timing change coupled with sensors (usually making a big improvement). But it's just like the bad roads around here....thousands need improvement but only a few can be done at a time.
